Tourism Products and Experiences Lead

The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s tourism potential, with the goal of generating revenue and jobs, particularly for women and youth, and for populations in underserved regions of the country. The overall vision behind USAID’s investment in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural, heritage and historical sites to develop a more diversified and high-quality tourism sector that contributes to broad-based economic growth. Through this activity, USAID seeks to contribute to Tunisia’s growth and development to offset the negative economic impact of the coronavirus crisis. The project will seek to achieve the following four objectives:
• Objective 1: Enhance Tunisia’s competitiveness as a tourism destination;
• Objective 2: Increase tourism-related investments and revenue;
• Objective 3: Improve the enabling environment for sustained growth in the tourism sector;
• Objective 4: Private sector engagement to expand the offer and quality of alternative tourism.
This project will collaborate with the relevant ministries, private sector, and donors to advance the objectives while contributing to the following high-level results:
1. Increase in the number of tourists.
2. Increase in the number of jobs in the tourism sector.
3. Increase in tourism revenue.
4. Increase in private sector-led investment and innovation in the tourism sector.

POSITION DESCRIPTION
The Tourism Products and Experiences Lead will lead the Visit Tunisia Activity’s Products and Experiences team to diversify, enhance and develop Tunisia’s tourism offerings and experiences to attract visitors from foreign markets and catalyze the domestic market. The team lead will direct and supervise a team in different locations within Tunisia who will design, implement and support initiatives that will create compelling alternative visitor experiences across cultural, historical, eco/adventure and wellness tourism, among others, through more innovative and creative experience design, while ensuring sustainability, best practices and inclusion.

DETAILED RESPONSIBILITIES
• Lead the project’s efforts in identifying new opportunities and partners to foster a strengthened alternative tourism sector with more diverse products, services, and experiences unlocking the market potential of many of Tunisia’s natural offerings;
• Oversee activities to support private sector partners to diversify, enhance and develop Tunisia’s tourism offerings and experiences to attract visitors from global markets and catalyze the domestic market;
• Work with regionally based Partner Engagement Specialists to support private sector tourism partners to develop and improve upon compelling products, services, and visitor experiences;
• Collaborate with the products and experiences team to identify potential alternative tourism products and experiences, that will enhance the conservation and management of cultural and nature sites;
• Supervise the technical work of local and international consultants including scope of work development, reviewing deliverables, collaborating to deliver assistance to project partners;
• Produce plans and written reports on project progress and technical areas as required;
• Provide strategy-level support to the Chief of Party and other component leads in program implementation of the various initiatives under USAID Visit Tunisia Activity’s products and experiences track.

QUALIFICATIONS:
• Bachelor’s degree required. Advanced degree preferred in tourism, marketing, business administration, or related field;
• At least 10 years of relevant technical experience including management experience and a minimum of 5 years overseeing tourism product and experience development;
• Demonstrated understanding of the wider tourism value chain and Tunisia’s cultural, nature and wellness assets, museums, handcrafts and adventure segments;
• Familiarity with Tunisia’s investment and business environment, particularly as relates to tourism enterprises;
• Demonstrated understanding and practical experience in tourism niche segment development including adventure, wellness, cultural and community-based;
• Experience in organizing local community stakeholders, leading strategic planning initiatives and developing tourism enterprises;
• Experience in conceptualization and creation of visitor experiences and itinerary design
• Fluency in English and French required, fluency in Arabic highly preferred.

REPORTING:
The consultant will report to the USAID/Visit Tunisia Deputy Chief of Party

LEVEL OF EFFORT AND PERIOD OF PERFORMANCE
This position is long-term, on a full-time basis.

LOCATION OF THE ASSIGNMENT
This assignment will be based in Tunis, Tunisia with potential travel to regional locations pending project needs. The office maintains a five-day work week. Overtime is not authorized.
