Project Management Office PMO Lead

Position Overview
The PMO Lead is a member of the Power Tunisia senior management team and has lead responsibility of driving the coordination and communication necessary to make this complex and challenging project successful. The PMO Lead oversees a dedicated a team of specialists responsible for MEL, Communications, Knowledge Management, Environmental Compliance and Youth & Gender. The position reports to the Chief of Party (COP) and works closely with both the Technical Deputy Chief of Party (DCOP) and Director of Finance, Administration & Compliance (DFAC).

Detailed Responsibilities
The PMO Lead shall perform the following general functions:
Support the COP in tracking progress against delivering contractually-required deliverables. This shall include maintaining a Microsoft Project-based tracker of activities and working to minimize delays in project activities;
Work with PT Senior Management and Outcome Leads to develop detailed Scopes of Work (SOWs) for activities and forecast the cost of activities;
Manage the Communications Specialist to identify and engage external stakeholders, solicit and understand their priorities and develop and submit on time high-quality versions of required reports (e.g., biweeklies, quarterlies, annuals), and communications pieces;
Lead in reviewing all Program work products to ensure quality and consistency with USAID branding and marking requirements through content and copy-editing;
Oversee the MEL & Knowledge Manager to maintain the PT archives, including archiving all critical project documents and USAID approvals. As well as ensure proper monitoring and evaluation of all PT technical delivery against PT’s approved MEL Plan;
Ensure Program M&E methodologies are fully developed, documented and defensible;
Socialize program results and impacts with outcome leads to scale program success;
Coordinated with all technical delivery personnel to develop, review, and submit trip reports on time and share them with USAID/Tunisia for record-keeping purposes;
Manage the Environmental Specialist to ensure all activities have environmental mitigation action plans and are compliant with USAID and local standards and regulations;
Manage the Youth & Gender Specialist to ensure all activities include, if applicable, a well-defined youth & gender component and are aligned with the Program’s Gender Action Plan;
Other duties as assigned.
Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of Chief of Party (PMO). The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.

Qualifications
Minimum Years of Relevant Experience: 8 Years
Minimum Degree Required: Bachelor’s degree in Business, Management, Economics, Finance or another relevant field
Professional fluency in English, French, and Arabic required (both verbal and written)
Demonstrated ability to lead and manager other, driving results across multiple workstreams
Attention to detail, ability to meet and exceed deadlines, and self-motivated with excellent time management
Proficient in Microsoft Office Suite
Exceptional attention to detail required
Prior experience delivering USAID or other donor-funded projects (preferred)
Experience with Operations on USAID programs and familiarity with USAID regulations and guidelines (preferred)
